MOSCOW ACADEMY OF THE INVESTIGATION COMMITTEE OF THE RUSSIAN FEDERATION

The Federal State Treasury Educational Institution of Higher Education "Moscow Academy of the Investigative Committee of the Russian Federation" was established by Government Decree No. 77-r dated January 27, 2014 (hereinafter referred to as the Moscow Academy). The institution was created on the basis of the Institute for Advanced Studies of the Investigative Committee of the Russian Federation (hereinafter referred to as the Institute), established in August 2010, which carried out advanced training and professional retraining of employees of the system of the Investigative Committee of the Russian Federation in the interests of obtaining professional knowledge and skills in the field of advanced domestic and foreign investigative practices.

At present, the structure of the Moscow Academy is represented by three institutes: the Institute of Law (hereinafter referred to as UI), the Institute for Advanced Studies (hereinafter referred to as IPK) and the Research Institute of Criminalistics. More than 20 educational programs of additional education and higher education programs in the areas of training a specialist - "Legal support of national security" are being implemented at the Law Institute and the IPK.

The Moscow Academy opened a Master's program (the direction of training is under the master's program "Investigative Activities") and Postgraduate Studies (specialties: 12.00.08 - "Criminal Law and Criminology; Penal Law"; 12.00.09 - "Criminal Procedure"; 12.00.12 - "Criminalistics; forensic activities; operational-search activities").

In September 2016, the department of military training of reserve officers was opened at the Moscow Academy.

The main goals of the Moscow Academy are the implementation of educational activities under the programs of higher and additional education, as well as the training of personnel for filling positions in the investigative bodies of the Investigative Committee of the Russian Federation, which are to be recruited by specialists with higher education.

The Moscow Academy is located in its own building complexes, has its own dormitories, has the necessary number of classrooms equipped with modern technical teaching aids, its own library fund, which already today meets the required criteria for the number of educational and scientific literature per student.

At present, in terms of the scientific potential of the teaching staff, the Moscow Academy is at a fairly high level: about 80% of teachers have academic degrees of doctor and candidate of legal sciences. Practitioners with invaluable experience in investigative practice and scientific and pedagogical work, veterans of the investigation, take an active part in the educational process.

For the effective implementation of educational activities that meet the modern requirements of investigative practice, as well as the simulation of investigative situations, the Moscow Academy has a forensic training ground, where practical classes in forensic science are conducted using modern technical and forensic tools.

The work of scientific student circles is organized at each department of the Moscow Academy.

The institution has organized a Volunteer Center, the main goal of which is to form a focus on positive values ​​among young people through their involvement in helping those in need, assisting in the spiritual development and self-realization of students.

The Moscow Academy publishes the Bulletin and four journals: "Investigation of crimes: problems and ways to solve them" (recommended by the Higher Attestation Commission of the Ministry of Education and Science for publishing the results of dissertation research); "The world of criminalistics"; "The investigation established"; "Higher education in the Investigative Committee of the Russian Federation".

The idea of ​​creating the St. Petersburg Academy of the Investigative Committee was personally supported by the Chairman of the Government of the Russian Federation, Dmitry Anatolyevich Medvedev, who signed the relevant order. Since 2016, the Academy has been training highly qualified lawyers.

The emergence of the St. Petersburg Academy of the Investigative Committee of the Russian Federation was due to the lack of specialized universities for the training of highly specialized personnel.

The educational process at the academy is provided by the following departments:

  • "Criminalistics";
  • "State-legal disciplines";
  • "Humanitarian and socio-economic disciplines";
  • "Civil Law Disciplines";

The university is constantly improving the educational process, following the principle of fundamentalization of education and focusing on the experience and traditions of domestic universities, as well as on the achievements of foreign higher education.

In the educational process, the teaching staff practices the use of interactive methods, modern educational technologies and the latest multimedia training programs.

Students are trained by practitioners with invaluable experience in investigative practice and scientific and pedagogical work, veterans of the investigation.

The academy has all the necessary conditions for the implementation of educational activities: material, human and information resources.

There is an extensive library of educational and scientific literature, specialized classrooms. In the computer class, students have the opportunity to use information reference and legal systems: "Garant", "Consultant", etc.

During the existence of the Institute, more than 7,400 students of various categories have improved their qualifications: investigators, senior investigators, heads of investigative departments, heads of investigative departments in the constituent entities of the Russian Federation, forensic investigators, senior forensic investigators, heads of forensic departments, assistant investigators, inspectors of procedural control and others.

Acting as the rector of the Academy, Ph.D. in Law, Honorary Worker of the Investigative Committee under the Prosecutor's Office of the Russian Federation, Major General of Justice Bagmet Anatoly Mikhailovich, who has more than 23 years of experience in investigative activities and work in the prosecutor's office, as well as significant teaching experience in higher educational institutions.

In order to train personnel for filling positions in the federal civil service, the Investigative Committee of the Russian Federation selects citizens of the Russian Federation in the Academy of the Investigative Committee of the Russian Federation in the following specialties:

“Legal support of national security”, full-time form of study, study period 5 years (Academy of the Investigative Committee, Moscow);

"Legal support of national security", full-time form of study, study period 5 years (branch of the Academy of the Investigative Committee, St. Petersburg).

When submitting an application, the candidate for training indicates which educational organization he decided to enter: the Academy of the Investigative Committee, Moscow or a branch of the Academy of the Investigative Committee, St. Petersburg.

Information on the selection of candidates for applicants to law schools

The Investigation Department of the Investigative Committee of the Russian Federation for the Republic of Sakha (Yakutia) accepts applications from citizens permanently residing in the Republic of Sakha (Yakutia) addressed to the head of the Investigation Department of the Investigative Committee of the Russian Federation for the Republic of Sakha (Yakutia) to participate in the selection of candidates for admission to the Educational organization in the order of target reception. The use of a polygraph is allowed for candidates who have reached the age of 18 years. A psychodiagnostic examination is recommended. Citizens under the age of 18, instead of a medical certificate of health of registration form No. 001-GS / y, provide a certificate of form No. 086 y. It is allowed to collect the necessary documents by students of the cadet school and cadet classes not at the place of permanent registration.

During the selection, citizens are informed:

about the specifics of the work of the investigator;

on the inadmissibility of participation in targeted admission to the Educational Organization simultaneously from two or more state bodies;

on the conclusion of a contract for training prior to admission to the educational organization;

on the obligation to serve in the investigative bodies or institutions of the Investigative Committee for a period of at least 5 years after graduation from the Educational Organization;

on the right of the Investigative Committee to send a graduate to serve in any investigative body or institution of the Investigative Committee, including those located in areas with special climatic conditions;

on the mandatory choice of criminal law specialization when studying in the direction of training "Jurisprudence";

about the difficulties associated with the placement of students in dormitories of educational organizations. In the absence of places in the hostel, the issue of accommodation is decided by the student independently.

In addition, the motivation of a citizen to study in an educational organization and to investigative work is studied, his educational level and abilities are taken into account.

Candidates for admission to the Educational Institution who have passed the selection of the investigative body are considered to be persons who meet the requirements for citizens admitted to the Investigative Committee for federal public service and who have concluded a contract for training.

6. Certificates from psycho-neurological and narcological dispensaries;

7. A copy of the insurance medical policy of compulsory medical insurance of citizens;
